Statement on Defending Free Speech and Combating Lawfare

Miami, Florida – We are the Carvalho Dialogue. In 2009, the Brazilian philosopher and educator Olavo de Carvalho warned that the Foro de São Paulo, the world’s largest coalition of Marxist parties, individuals, non-governmental organizations, and terrorist groups, was dismantling democratic institutions throughout the Americas. This made it necessary for their opponents to develop a new, multilateral perspective, and collectively act if they were to defend their countries. We have common enemies. 

In 2023, friends and allies from across the United States, Canada, and the Iberosphere who share a commitment to advancing freedom, security, and prosperity released the Miami Statement, addressing the main common challenges to liberty and public safety in the Western Hemisphere. Now, we focus on how best to coordinate our efforts as we fight a unified Leftist strategy and message that hides behind sexual, racial and climate rhetoric to suppress free speech, and silence political opposition. 

Our friends in Latin America feel abandoned by the rest of the West as they defend civilization. They face a Left that is internationally organized and copiously well-financed by private sector funders and state actors. This Left aggressive advances its goal of dismantling capitalism and democracy, justifying its suppression of attempts to defend traditional norms by insisting that it is battling “disinformation.”

The Radical Left has welcomed the destabilizing influence of China, Russia, and Iran into the region, and yet receives the full-throated support of the Biden Administration.  

The Radical Left embraces corruption and the suppression of free speech and violates the just rule of law by weaponizing the judiciary to punish and silence dissidents. 

The agenda of the Radical Left seeks to dismantle deeply rooted culture and destroy sovereignty, replacing national identity with globalist orthodoxy that leaves no space for traditional family, economic freedom, natural rights or liberty.  

And yet, defenders of Western values in Latin America receive scant support from the rest of the Western world. As Argentine President Milei said at this year’s Davos meeting, “Today, I’m here to tell you that the Western world is in danger. And it is in danger because those who are supposed to have defended the values of the West are co-opted by a vision of the world that inevitably leads to socialism and thereby to poverty.” He is right. 

Defenders of civilization in Latin America must know they are not alone as they call for help coordinating an international response to a global threat that imperils human flourishing not only in their communities but across the world. 

At the Carvalho Dialogue, we resolve to answer this call for support to help fight this the Left’s coordinated attempt to undermine the hopes for a future of freedom, security, and prosperity. We commit ourselves and call others to action. We will: 

Not let ideological attacks on the friends of liberty in the region go unanswered. For too long, we have been pilloried in the press or by opponents, or even attacked physically, for standing up for family values, national traditions, and smaller governments and more responsive governments that serve their people. No more. 

Use social and traditional media, amplifying the challenge our friends in the region are making and exposing Leftist actions that limit or curb liberty. Speaking out in the public square, as well as in international and multinational forums, is also important as we continue to highlight and condemn the abuse of law to silence political dissent. 

Promote free and independent media. Invest, encourage, and empower private-sector efforts to distribute and share content that promote a regional, multilingual conversation, across multiple platforms and formats addressing the issues that impact our households, our families, communities, and neighbors. We must become loud and persistent. We must become a voice that cannot be silenced. 

Build bridges with likeminded networks such as the Foro Madrid and the Alliance for Responsible Citizenship.  

Reject in our countries, and international and multinational forum, the increased use of lawfare from local and/or foreign actors to intimidate and persecute political opponents of the Radical Left in the Americas.  

Share best practices that establish support for traditional family values, defend freedom of speech, protects religious freedom, and help secure national borders and protects the sovereignty of the nation-state. The United States is not the only country suffering because of the violation of our borders; countries from Chile to Peru to the Dominican Republic and beyond are experiencing the same insecurity and unnecessary budgetary expenditures because of porous borders and mass migration facilitated and promoted by the United Nations. 

Promote liberty and prosperity from Alaska to Tierra del Fuego. China is investing throughout the region, and then uses their economic activity to blackmail its partner and impose its political will, furthering Beijing’s expansionist interests, growing the Chinese Communist Party’s area of operation and the People’s Liberation Army power projection. Leaving this open field to our main 21st century adversary makes no sense. Instead promote a neighborhood of human flourishing, economic prosperity, and regional security under the just rule of law. The governments of Central and South American countries, along with the Caribbean, largely want and prefer economic partnerships and commercial cooperation with the United States. In the absence of America’s engagement, many of these countries will increasingly partner with China and succumb to its priorities. 

Push back on malign foreign influences. While there is not uniform consensus in how to respond to these concerns, we can start by agreeing to support the fundamental four-NO:

  1. No strategic dependences on China, Russia, or Iran.
  2. No military cooperation.
  3. No ignoring spying, intellectual property theft, transnational criminal activity, and destabilizing actions or influence operations.
  4. No ignoring human right abuses.
